In a large, oven-safe skillet, over medium-high heat, add oil, sausage and onion. Cook until the sausage is lightly browned and the onion is tender, about 5-6 minutes. Add garlic and cook until fragrant, about 1 minute.
Add broth, tomatoes and green chilis, milk, pasta, peppadew, salt and pepper to taste, and stir. Bring to a boil, cover skillet, and reduce heat to medium-low. Simmer until the pasta is tender, about 15 minutes.
Stir in kale cook for about 2 minutes, until wilted.
Remove the skillet from the heat, stir in the cheese, sprinkle with scallions, and serve.
